Personally I would do all quests available (all factions) without beeing a member before. Outlaws are the wasteland warrior faction: a group of gangster types with a dog eat dog mentality. Faction armor is overrated - and expensive, since you don't get it for free.
... Goliat, ended up with about 20,000 maybe a little more from quests.
The game also starts you out at the Berserker town, and they also have the easiest initiation quest. level 2. By the time you did the quests for Berserkers then Tavar then Ignadon you are easily looking at 40+ hours of playtime.
